The launching of Metropolitan Cauayan, a conglomeration of five LGUs, on May 30, 2017, is yet another milestone to collaborate with the partner LGUs to conceptualize, plan and implement economic policies and enhance economic development to meet the demand for basic services brought about by urbanization and population growth. The Metro Cauayan is an initiative of the City Government of Cauayan and its partner LGUs for socio-economic cooperation and development towards becoming the investment hub in Central Isabela, thus, giving opportunity for better living in the future. Metropolitan Cauayan specifically ams to achieve sustainable agricultural system, establish competitive industries, and increase investment opportunities and enhance tourism.
The City Government formulated and adopted innovations in local governance. LGU-Cauayan City is the first local government unit in Cagayan Valley which has been certified with ISO 9001:2015 in Quality Management System. This certification embodies the commitment of every employee of the City Government to work in accordance with international and quality standards of public service in order to get the confidence of the general public and encourage them to work hand-in-hand with the LGU in the implementation of laws and general projects.
Also, Cauayan City is the first in the region to adopt the Public-Private Partnership Code which entices the business sector to be involved in the implementation of developmental projects. Some of the accomplishments through the PPP Code are the Hacienda San Luis and the newly constructed Public market. We also have partnerships with the different sectors of the community including NGO’s such as the Junior Chamber International, Rotary Club, and Filipino-Chinese Chamber of Commerce and Industry, among others, and created sisterhood with countries such as Fangchenggang City, Nanning, China, Yamagata, Japan, and Georgia as preparation for the ASEAN Economic Community as well as for the expansion of our network and economic enhancement.
The City Business Permit and Licensing Office adopted the Regulatory Simplification for Local Government which provides an express lane in acquiring business permit and tricycle franchise. As a government of transparency and accountability, we continue to launch the Good Morning Isabela program, utilize the Cauayan City Official Website, and we formally created the Bamboo, our official gazette with the aim of making our people more involved, interactive, and informed about all the transactions of the City Government.
Since its conversion into a component city, a growing number of foreign and local investors have selected Cauayan City as the site of their business ventures. San Miguel Corporation operates a distillery and RC Cola operates a bottling plant in Cauayan City.
In the rice industry, substantial investments have been made in Cauayan City by various Rice Millers such as JDT Silver Grains Center, New Cauayan Goldyluck Grains, Silver Star and many more. Retail giant SM have set up shop in Cauayan opening its first ever store in Region 02. The establishment Primark Town Center with the opening of Savemore Supermarket replaced the old and dilapidated Cauayan Public Market. Other malls and supermarkets in the city are Mart One, Talavera Supermarket , Puregold, owned and operated by homegrown investors. Fast food chains such as Jollibee, McDonald’s, Chowking, Gerry’s Grille, Hap Chan, Mang Inasal, Red Ribbon and Goldilocks all have outlets in Isabela.
The “big three” oil companies – Shell, Petron and Chevron – have numerous gasoline stations in Cauayan, various petroleum industry players Total, Eastern, Plus Gold and Flying V. Land transportation operations Victory Liner, North Star, , Dalin Liner, Florida Bus transport people to Manila and other parts of Luzon.
The country’s leading passenger airline Cebu Pacific services the Cauayan-Manila-Cauayan route. Light planes operated by Cyclone Airways and WCC Aviation’s Sky Pasada have flights from Cauayaan Domestic Airport to the community airports in Palanan and Maconacon. Telecom firms Globe, PLDT/Smart and Digitel/Sun operate cellular sites and fixed telephony facilities throughout Isabela.
San Miguel Brewery Inc. is into wine manufacturing. Since its establishment in the city, the firm has become a regular top-grosser in terms of annual gross sales. Other top players include Market Strategic Firm, Inc. with various line of businesses such as services, wholesale and retail of wine and cigarette, money changer/transfer and department store; PMFTC Inc. is into cigarette manufacturing; ARC Refreshment Corp. manufactures soft drinks; Supervalue Inc. likewise has various line of businesses such as advertising, essential retail, forex, lessor, money transfer, non-essential and essential commodities and retailer of liquor wine and cigarettes.
Coca-Cola FEMSA Philippines, Inc. is into soft drinks manufacturing and distribution; Zuellig Pharma Corp. ventures in medicine and medical supplies; Pioneer Hi-Bred Philippines, Inc. is into manufacturing; Monsanto Philippines, Inc. also in manufacturing while Emperador distillers, Inc. is into wholesaling.
Cauayan City occupies a strategic location between Cagayan Economic Zone and the national capital region of the Country, Metro Manila. The city is one of the Region’s top producer of rice and corn.

Transportation
An extensive network of road systems for land travel traverses the mid-to-low-lying areas of the City of Cauayan, with several bus companies and public utility vehicles plying various service routes. By air, there is a daily schedule flight from Manila to Cauayan and vice versa. The Cauayan Domestic Airport can accommodate big aircraft like Boeing 737s on its 2.5 – kilometer runway, while the coastal towns of Palanan, Divilacan, and Maconacon have strips catering to light planes that fly to and from Cauayan almost daily.
Telecommunications and Media
As an offshoot of the complete deregulation of the Philippine telecommunications industry in the 1990s, Cauayan City has become accessible to the rest of the country and the world through national direct distance dialing, international connectivity, and expanding multimedia infrastructure. Satellite and cellular phone services are available in the city. Television, radio, and newspapers, and the internet serve as mainstream media.
Energy and Water
The 540-megawatt Magat hydroelectric plant supplies electrical power to the entire island of Luzon, while Isabela’s electricity supply is provided by the National Power Corporation, transmitted by the National Grid Corporation of the Philippines, and distributed by two local electric cooperatives, ISELCO I which covers Central Isabela including Cauayan City and ISELCO II services the northern municipalities of the province. The Magar Dam also provides irrigation to the agricultural lands of the city while rice lands not covered by the NIA irrigation system is served by SWIP and other irrigation facilities.
Piped-water systems are present in most poblacion barangays served by Cauayan City Water District while the rest are served by deep and shallow wells.
Trade and Banking
The city of Cauayan is one of the principal commercial centers of Isabela. Metro Manila-based malls and fast foods chains have recently opened in these key trading hubs. To date, 25 banking branches operate in the city, with most of the commercial banks providing automated teller machines for the convenience of their clients.
The groundbreaking ceremony for the construction of BSP Finance Center in Cauayan held last October 2017 is another manifestation of the city’s edge in terms of business opportunity.
